1. NEMSA Licensing, The Legal Baseline
The Nigerian Electricity Management Services Agency licenses electrical contractors to legally perform installation and maintenance work in Nigeria. Any contractor working on your vessel's shore connections, terminal facilities or onshore base must be NEMSA-licensed, and any electrical certification of Nigerian facilities must come from licensed personnel. Ask for the licence number; legitimate contractors provide it immediately.
2. COREN Registration, Professional Accountability
Engineering work in Nigeria must be supervised by engineers registered with the Council for the Regulation of Engineering in Nigeria (COREN). This isn't bureaucracy, it's your assurance that a professionally accountable engineer, bound by a code of conduct, stands behind the work.
3. ATEX / IECEx, Hazardous Area Competence
Tankers, FPSOs, platforms and gas facilities contain classified hazardous zones where a single spark from the wrong equipment can be catastrophic. Contractors must demonstrate ATEX/IECEx competence: knowledge of zone classification (Zone 0, 1, 2), protection concepts (Ex d flameproof, Ex e increased safety, Ex i intrinsic safety), and inspection grades. Ask specifically: "Which of your engineers hold ATEX/IECEx certification, and can we see their Ex inspection experience?"
4. BOSIET / HUET, Offshore Survival
No uncertified person should set foot on an offshore facility. BOSIET (Basic Offshore Safety Induction and Emergency Training) and HUET (Helicopter Underwater Escape Training) are mandatory for platform and FPSO deployment, alongside current offshore medicals. A professional marine electrical contractor maintains these certifications for its entire offshore roster, not just a token few.
5. Classification Society & Flag-State Knowledge
Vessels and offshore units are governed by class rules, DNV, Lloyd's Register, ABS, Bureau Veritas, and flag-state requirements enforced in Nigeria by NIMASA. Electrical work affecting classed systems must be performed to class standards and documented for survey. Your contractor should be fluent in SOLAS electrical requirements, class survey preparation, and the documentation surveyors expect: test certificates, as-built drawings, and updated planned maintenance records.
6. NCDMB & Nigerian Content
For oil & gas work, the Nigerian Content Development and Monitoring Board (NCDMB) requires operators to prioritize capable indigenous contractors. NCDMB registration signals that a contractor is recognized within the local content framework, increasingly a factor in bid evaluations.
